I don't always have to meet them in person but I don't bother adding people who don't talk to me in chat (but will watch my cam) or send a message. 

It might be something I do, would have to play around with the idea and people ^_^

Not speaking french in a french speaking province is not a great idea. If you can get them some lessons before you move. I don't find Quebec to be friendly or neighborly at all.

I also recommend checking out Bi events in your area, generally people who are actively out seeking are the ones you want to play with.
